This is a song fragment to me and not a finished piece.  General rule of thumb is if the song is not at least two minutes its not really a song, its more of an idea or sketch of a song that you took the time to record.  There is nothing really unique about this, I have heard that hook, that sound, those notes, several times before in almost the exact same arrangement.
